This is the inner reef section of Key Largo Dry Rocks, which is home to the world famous Christ of the Abyss statue. Key Largo Dry Rocks is a sanctuary protection zone and part of the Florida Keys National Marine Sanctuary.

This area is for snorkeling only and great for beginners. It is on the protected side of the reef and features corals in very shallow water. The middle and shallowest parts of the reef are exposed during low tide (hence the name Dry Rocks). You can not see the Statue from this location.
